I don't think this is a good argument.
You could still insert [redraw], see “Reason 2, code B” in my previous
post.
If you ask also “code A” inserts [redraw], then you ask a special
behaviour of the insert_tag mechanism:
You ask an exception that would allow you to insert a code, but not to have to
create the (empty) code first. (In general, you need to have a code, only then
you can insert it by insert_tag.)
