I know that, but in this particular case I don't know in which version it
started. I should have mentioned in the original report that this was on
1.13.1+dev.

There do seem to be problems with planned recruits because they're don't seem
to be valid in terms of actual units (unit objects, etc), but they are
considered valid in terms of drawing units on the screen. When mixing fake
units with normal unit actions, that seems to be where problems occur.

I'll try to see if it's relatively easy to stop recruits/recalls in planning
mode, see if that helps.
