Follow-up Comment #2, bug #24538 (project wesnoth):
Some people indeed like secret alliances in a free-for-all game. Nevertheless,
ffa games are only some of all games.
That is just why I asked, if it would be possible to enable whispering if
scenario allows it.
However, for observer whispers there is no need to keep the block, currently
there is just need to quit, send, rejoin. Annoyance, but nothing that would
stop anyone. Especially as usually competitive games have slow turns, replay
wont take too long there.
