Details:

Introduced by
https://github.com/wesnoth/wesnoth/commit/3715c194c2e1bbe2174b82467880625a00bfd7a2

the error:
lua/wml-tags.lua:1064: bad argument #1 to 'tonumber' (value expected)
occurs when using a line like {VARIABLE_OP j add 1} in a scenario

A related version (line 1072 error, multiply) can be triggered in the test
scenario by going to 4,4 then moving to 1,2

May be a bug in wesnoth.set_variable, see irc discussion on 2016-06-07 to 08
for discussion & details.
