How can we have a finished product when we don't have a feature driven
freeze and release? and what does "finished" mean anyway? For example we
still haven't updated all the castle ruin tiles to the new style. Do we
have to revert all of them to have a more "finished" release?

Either we need to have a feature driven release or we have to accept a
certain degree of work in progress and inconsistency. Reverting hard
work to satisfy some arbritrary "finished" state would be the worst
option imo (as long as the issues in question doesn't affect playability
in any serious way).
