Krista from Frogatto just pointed this out to me: https://gitreports.com/. Apparently, it allows users to simply and easily submit anonymous bug reports to a connected GitHub repo's issue tracker. To quote the page:

It works with public and private repositories, and it works with personal and organization repositories. It's super easy to set up: log in, allow access, and activate your repository from the list!* I think this could be the solution to our anonymous bug submission problem.
