I appreciate your concern on environmental conservation.
Arua District has got qualified environmentalists and I am quite certain that, 
an environmental impact assessment for this project was done.( I beg to be 
corrected)
 
This Barifa issue has been on going for quite some time now. Both NFA and NEMA 
are stakeholders, and  ought to be knowing what is happening.
 
I think it is only fair to have some basic details about such subjects before 
drawing conclusions or attacking people.
You may probably be right; but do you have any evidence to prove that an 
alternative has never been sought to relocate barifa or conserve our 
environment?
 
The Daily Monitor story as I read, made no mention on complaints regarding 
environmental concerns and improper procedure. But complaints from some 
people(residents) who felt left out in the process of degazetting.
 
Better still, you want to conserve environment for a good cause.(helping 
mankind). Our people destroy forests mainly for wood fuel.
What alternative source of fuel/energy have you provided for the many poor 
people in villages?
 
What should our people who traditionally know wood fuel as the only source of 
energy say for cooking and curing tobacco use for the meantime as fuel with 
view of preserving the environment.
 
Am not against any thing but; please, provide alternatives as is the case in 
other countries.
The law then can take its course.
What people need are not good suggestions that are beyond their reach 
but realistic alternatives.
 
I hope I've not generated another debate.

I am extremely perturbed by the Monitor story on the degazetting of barifa 
forest reserve for construction. I just wonder whether or not there are 
enviromentalists among the Municipal Council Officials in Arua District. 
Development is not only about construction of buildings. It also takes into 
account enviornmental concerns. 

The district and municipal leadership are well aware that Arua district is 
slowly turning into a desert, thanks to the reckless behaviour of the 
population in destroying trees, and lack of guidance and enforncement of the 
law by the authorities. Arua district is one of drought prone areas, which 
needs protection - in terms of natural resource management and conservation.

I think the President was right to stop the degazetting the forest.
