Should I say this forum comprises of two kinds of people; people who make 
things happen and people who talk about things that happen. As believer in 
people who make things happen, I always try to fail so as to discover things 
that don’t work instead of talking, talking, and talking.  But today, after 
careful consideration of our intentions, taking note of various comments made 
by members, my views have varried. Whereas the idea forming a new organization 
would be good, it’s not ideal for our case. Already we have so many 
organizations like WENIRUDA, CEFORD, MAYANK, ARUPIDE, WENIPs, FAME Worldwide, 
Chamber of Commerce, WENGLOW, NACLA to mention a few, all trying to address 
address the same problems we are looking at solving.  I stand to be corrected 
if at all we have any intention to compete with these organizations! Already 
these groups are doing what we’ve always thought about except they lack 
capacity to implement programs as expected. To me,
 we would rather tap into our immense human capital resources to supplement 
what these organizations already have instead of duplicating. We would also 
save ourselves from the hussle of starting new organisation. As co-founder of 
West Nile Rural Development, I know what it takes to establish such 
organizations. Can you imagine from when WENIRUDA started in 2005 I was alone. 
In 2006, we became two until early 2007 on referral of Vasco Oguzua; we were 
joined by Abiria Sunday and others in promoting WENIRUDA. My dull memories are 
still full of the personal commitments, perseverance, stressful and tiresome 
movements I endured to achieve a WIN for West Nile . May know how many people 
are willing to make such sacrifices? Sometimes its easier said than done. 
Given our globally spread membership and levels of engagement, I really foresee 
implementation bottleneck. I wonder what kind of modalities this proposed 
organization will put in place to operate and
 to adequately execute her tasks. Perhaps someone needs to educate me on this 
before I cast my precious vote. I also need to understand how this organization 
will work with others to ensure success for West Nile . An absolute fact is 
that these organisations are all looking to us for support. I'm worried, in the 
process of gaining everything, we could miss out on bones like a dog that 
wanted to gain everything at the various parties. I'm not a pessimist. As usual 
my hope is that having come from West Nile, lived in West Nile, and experienced 
the magnitude of the problems of the region we should be able to improvise 
workable choice of solutions. This reality should also sharpen our zeal to 
stick but not to quit. 
 
Perhaps to clear worries on less participation, it could be the high cost of 
Internet access in Uganda more so in Arua where people are now paying 80 shs 
per minute.This could have forced people to change their priorities. But all 
the same, sometimes it's not only how much people say but what, when, and 
why they say that shapes the world.

It seems the discussion on the name we want to call ourselves as an NGO has 
just started.  If this is the majority feeling, why not go on and exhaust all 
the avenues we had left out and continue the debate,
 
In my personal opinion, West Nilers have always collaborated well on group 
formulation.  If the majority are not at ease with:  " West Nile Forum for 
Sustainable Development", let us discuss that point specifically and suggest 
names that are easy to remember.  It is not going to take us weeks as we did 
earlier.
 
I agree that in addition to the names suggested by Vasco, add:   "West Nile 
Development Agency (WNDA)" with offices in every district.  The headquarters 
being at Arua where the idea originated in the first place.

Thank you Robert, for your thoughtful observation and suggestions. I would 
concur with you and the comments you have made. The suggestions you have made 
are also in my view very thoughtful and logical.
As for Sam, I think Robert is not late with the name suggestions, because as 
Robert clearly stated, we are trying to have a name for something which we have 
not clearly defined. So we have not exhausted the discussion yet and Robert is 
just in time with his suggestions and infact has given us another view of the 
discussion. Infact there has never been a serious discussion on those issue for 
us to already go to vote names. Let us not run before we can walk.
Having observed what is happening on the forum for a few months, I have 
observed that there is a tendency for making rush decisions without carefully 
and seriously evaluating all of the available options and suggestions.
First what are we trying to form is not clearly defined. Secondly, the idea of 
deciding a name in my view should be something the brothers and sisters on the 
ground should have a serious discussion about in a proper meeting in Arua or in 
Kampala. I am sure if the Ombaci OB's , Mvara OB's , Koboko OBs or Moyo OB's 
and Makerere Students can meet, I think the people on the ground can organize 
to have such a meeting in which these kinds of issues can be discussed 
thoroughly because they constitute a large number of the membership on the 
forum 
I have also observed that the participation of people in the forum is not as 
good as it was in March or February, which makes me think there is some issue 
somewhere which is making people withdraw.  I would like to think that those of 
us who are in the diaspora can only contribute in terms of suggestion and 
sharing of ideas while serious decision making on things like this should be 
left to the people at home on the ground.
 
So I think the suggestions Robert has made are the correct line of thinking 
which needs to be considered very seriously. We need to be systematic and 
through rather than being reactive without giving a careful thought into the 
kind of things we are trying to do. 
The names like are simple for the ordinary people to relate to rather than the 
verbose intellectual names which have been suggested.
 
 "Nile Development Initiative(NDI)"
 "Nile Community Development (NCD)"
 "Centre for Community Empowerment(CCE)"
 "Nile Community Empowerment Initiative (NCEI)"
 
I had specifically suggested West Nile Development Commission because the main 
purpose of the organization would have been to plan and implement 
development issues and/or address  development problems in West Nile, and 
Commissions necessarily do not need to be formed by governments alone. 
Commissions can be formed by interest groups for the purposes of addressing 
issues or problems the interest groups identify.
 
I think Robert's suggestions need to be given the attention it deserves because 
it makes better sense and i think it is so far the best suggestion on the 
forum  for this particular issue at hand.
If the intent of the discussions we are having on the forum is to act as a 
catalyst for the development of West Nile, then "Nile Development Initiative" 
would be a nifty name for an NGO.
