Members of the Forum,
Reading in between the lines I can see a number of issues tagged to this Award.
I think what Denis is not clearing is the fact that a number of activities
initiated by him or involving him have a political inclination in the eyes of
everyone despite the objectives. This for anyones guess is the fact that there
is political capital for attaching a name to the activity even if not mentioned.
On the other side, I would rather look at the spirit of supporting the activity
as opposed to the person of Denis, clearly stated in terms of quetions raised
by Jimmy, achievements so far scored and future focus. MAFORD attempted the
same venture and failed. Were there lessons learnt from its failures? Can these
lessons be used to build on what is being developed.
My plea to the forum is to appreciate initiative and weigh in to support such
efforts that our rural communities so urgently need. You dont throw away sugar
that has sand in it if its the only one you got, serve the mixture in your tea
- afterall sand does not disolve.

Robert and others,
Thank you for taking time off your busy schedule to advise and inform the forum
on this subject matter. I strongly share the view that this kind of
initiative be spread across the region. I also remember highlighting to the
forum that WENIRUDA has a programme (GreenMango) of supporting best O & A Level
students from West Nile . The challenge is always getting everyone on board at
the same time such initiatives forward. Too often people opposed to your
personality will try as much as possible to fight issues because of
their individual differnces thus leaving very little hope of building a common
front to pursue issues of our common destiny--somethign typical of our MPs.
Otherwise I've seen this programme instil spirit completion in pupils,
teachers and the sub counties. The only think we need explore is
how programmes of this nature can be synchronized amidst our diversities in
West Nile for tangible results.
I didn't quite understand what Robert meant by "i now the people Lee has
mentioned as responsible people". Why is this initiative being narrowed to a
political angle not the future of our region? I thought it was our resolve that
politics be out of reach here. But through my plea for help for this award i
seemed to have stepped on some people's political toes and career. Supporting
this programme shouldn't be looked at as a way of selling my personality.
I'm insinuated to believe supporting a child in Maracha doesn't constitute
support to a child in West Nile . Whatever it means, we should be mindful of
biting the hands that will feeds us/West Nile in future. Whether this programme
is a political gimmick, time and history will tell. But the parable of the cave
tells me anyone familiar with pain of ever being chained in a cave will look
back and do whatever it takes to ensure all those still chained in the cave get
an equivalent opporunity to see light.
For now let's be reminded of the sayings that:
1. The only thing we should fear is fear itself
2. We are either against this initiative or for it
3. The truth can not be buried completely—it will rise again

Dear members,
The idea sound brilliant but as Jimmy has mentioned lets be careful in pursuing
this noble cause. I would like to share my personal experiences on this subject
with the rest of the members. Way back in 1997 Maracha Action for Development
Initiated similar intiative and target the best performing boy and girl for
full scholarship while 3 boys and 3 girls were to be awarded bursary not
covering the full school fees. I remember Com. Tom Buruga contributed 1,000,000
towards that but what happened at the end was that MAFORD couls not sustain
this and the whole thing died. I now the people Lee has mentioned as the
responsible people. My advise based on Jimmys querry is that in the event he
has any political ambition, I can assure him that in Maracha we have some
people who will very fast come to you and the moment you start associating with
them even if you stood alone, you are bound to fail unopposed. Take

I think this is a noble cause and idea. For the benefit of those who may have
missed the background to this intitiative (me inclusive) I suggest you throw
some light on How was initiated? Who are the judges who determine the
recipients? What is the annual budget for the activity? Which classes does it
cover since we are yet to get the results of PLE, O and A levels?
I raise this to ensure transparency in the system. I remember around Christmas
there was news item on radio stations in Arua where you had to explain issues
with Football Tournament you organised for sub counties in Maracha. In the news
item the querry was to check the link between the tournament with your
political ambition for Maracha constitituency. You explanation was your aim was
to promote the sport in Maracha.
In this case for the awards is there Political ambition linked to it? You need
to come out clear on this so that it guides people who want to contribute to do
so with clear mind on either side of the coin.
