Dear Madira Thanks for your sharing on this important topic. It is a pity that the districts in West Nile are not included for this vital research. The research that Fr Dr Picho Epiphany Odubuker carried out in Yumbe district to analyse the factors affecting poor PLE performance in Yumbe district, one of the results was a high percentage of absentism of pupils esp in the month of may due to the heavy labor demand on tobacco work. If Arua district is reluctant to make a campaign then try other districts like Yumbe. The problem is real in West Nile and the percentage of absentism is unarguably high to call for a campaign against child labor. In case you are interested in getting more details about this (more than whats in the published report) i would be more than happy to link you with Dr Picho for more statistics on this finding.
