Clause A: No nonsense blunt style of standard mail lists
Clause B : "Friendly and welcoming to newbies" style.

A and B are opposed to each other in many ways.

A and B can be merged together by doing some grouping of guidelines and explaining them to newcomers in a plausible manner. Please see suggested edits in Version 1 on the etherpad at https://wfs-india.etherpad.mozilla.org/9

Clause C: Experienced members follow standard mail list rules to full
perfection.

Clause E: Newbies can be permitted to be sloppy on rules ....
but we should flag poor sense.

Question1: Is C+E our strategy or do experienced members follow new
weakened versions of standard rules?

The degree to which a member is comfortable should be left as a decision to the member. We can suggest possible guidelines but not impose them on everyone. However, certain practices can be strongly handled when necessary. They have been put in "What to avoid?" portion in the new draft.

The essence is to keep a cheerful atmosphere and encourage members to learn new things even through the guidelines. It needs to be a guiding document in one's journey in FOSS, but not as a book of law.
