Of course they are.  My gripe is that, beginning with glibc 2.2, if
you leave LC_CTYPE at the default, "C" locale, gettext converts
eight-bit characters to question marks.  It has _nothing_ to do with
LC_MESSAGES being different and independent.  (I already know that,
and that's why I was _intentionally_ setting LC_MESSAGES only.)
