I believe he is referring to tins of Out of Office replies being sent when someone is out of the office.  When out of the office and that setting is turned on then you will sent an OORT for each and every email sent to the forum.  At our office we do not send OOR to the Internet on internally.

To my understanding, if I or anyone send anything to the forum it will bounce back with the Out of Office reply which in this case it didn't.  So the rule set work.
