If it is not automatically starting you could check in your windows services
to make sure it is set to automatic rather than manual or disabled.

Also, you can drop to a command prompt and go to your WhatsUp directory and
type:  wugsvc -install
You should get a pop up box stating that the service has been installed and
started.  If you already have it installed an error will pop up saying
failed to create service.
