Did you check the select box to add the NT Services option during the Whatsup Gold 
installation?

You may need to add the NT/2000/XP Services monitor plugin.

Description
===========
The WhatsUp Gold NT Service Monitor Plug-In 
allows WhatsUp Gold to:
a) check the status of a service on an NT system, and
b) attempt a restart of that service (if the appropriate 
   Administrator Privileges exist).

The NT Service Monitor Plug-In utilizes the COM 
interface of WhatsUp Gold Version 4.01 or later. This 
interface is available via a simple API and allows 
for customized service monitoring capabilities. 
The interface is documented in the file named WUGAPI.H 
that is installed in your WhatsUp Gold directory 
when you install WhatsUp Gold 4.01 or later.  

NOTE: This custom service is for use with Windows NT ONLY.


Installation
============
1) Extract the following files from WUGNTSVC.ZIP into your
   WhatsUp Gold program directory:
   - WUGNTSVC.TXT (installation instructions)
   - WUGNTSVC.BAT (batch script to install the plug-in) 
   - WUGNTSVC.DLL (NT Service DLL)
   - WUGNTSVC.HLP (Help File)
   - WUGNTSVC.CNT (Help contents file)
   - SVSINST.EXE (application called by batch script)
2) Run WUGNTSVC.BAT.
3) Restart WhatsUp Gold.
4) Gain Administrator privileges on all monitored NT 
   systems.


Defining an NT Service to Monitor
=================================
Once you have installed the plug-in, you:
a) Define a service to monitor.
b) Turn on monitoring for particular devices.

To define an NT service to monitor:

1) Start WhatsUp Gold.
2) Select Custom Services from the View menu. 
3) Click the New button. (In the New Service dialog box,
   enter a name for the new service, select "NT Service"
   as the type, and click OK.)
4) Select the new service in the list and click the 
   Help button for further instructions on defining 
   a service to monitor and turning on monitoring for 
   particular devices.

I guess I am completely lost now.  I don't see the NT option anywhere.  Is
this something I need to add?  I cant even find it in the manual.

I set it up like this:
Under the monitor and services I added a new NT Service, service name is
SQLSERVERAGENT.
Then in the actual item I am just monitoring the service.

Ok have the monitor itself up and running, now I am wondering how one would
go about restarting the service on failure.  I tried checking the check box
in the service itself, but that does not seem to be working.  I also tried
the notification setting up the service restart, it also failed.
What I am wondering is how to set it up or if the login account needs
special rights in order to restart the service.
