Since my eventual objective is to have a Filter that when changed modifies the contents of the table below, would it better to use a border or write my own table markup? I will also be having elements like a legend etc.

see defaultdatatable, how it adds toolbars you can also add arbitrary toolbars. basically this is adding panels into a repeater which gives you the ability to add 0-n panels.

alternatively you can add a panel but hide it by calling setvisible(false); or overriding isvisible()
