If you need to download a program for paste and convert images, maybe a more useful program that paint is IrfanView (http://irfanview.com/)
On the other side, instead of attaching the image to the mail, you could upload it to http://imageshack.us/ and link to it in the mail. ImageShack also support uploads of bmp files so if you have troubles saving it in other format you could simply upload it as bmp.
