There is already a namespace manager extension - http://meta.wikimedia.org/wiki/Help:Namespace_manager (I think it's not the same thing as http://www.mediawiki.org/wiki/Extension:NamespaceManager) and there are also maintenance scripts for dealing with prefixes that later become namespaces.
