Currently one just gets empty output, which doesn't distinguish "no changes" from "no knowledge". That might be acceptible for the API, e.g., api.php?action=query&list=recentchanges&rcstart=2007122100000&rcend=2007122700000 but for Special:Recentchanges, it should be more verbose.
