The first step is just to apply a few extra functions to category sort keys with the intention of converting them into collation keys. Once that's in place, people can work on actually writing such functions for their particular languages. Later, when those functions are written, they can be used additionally to generate a proper alphabetically ordered table of pages for use in the contents listings.
