Maybe wikipedia has lost information about your session (if that happens nearly always). That (the «refresh-and-get») doesn't happen when I try to access at the import page ; I confess it is very very weird. I'm also blocked by the policies of the wikimedia foundation, which refuses me the status of importer on mgwiki see : [http://meta.wikimedia.org/w/index.php?title=Steward_requests/Permissions&oldid=1787915#Import-rights_on_mg.wikis this page]... Maybe you should ask stewards to do it for me ?
