All sysops always has access to transwiki-import (import), while staff,
stewards and the local import-group has access to "importupload" to upload from
a XML-file. The best way to handle this is to define transwiki-sources (i.e.
predefined wikis to import from, like en.wikipedia, mg.wikiquote,
mg.wikisource, etc.), but that requires the wiki to define the transwiki
sources.
