My opinion is the people most familiar with the software are those most likely to wish to modify their search preferences. For those users, their user preferences are the most-likely first place to look to alter their user preferences. That would meet most 'least surprise' requirements. Being able to alter the search prefs elsewhere, as Isarra says, would be very cool.
