TASK DESCRIPTION
There are teams dealing with sensitive information that need private
projects. The definition of a private project:
* The project can only be joined by invitation of the team members.
* Tasks assigned to this project are only visible to the reporter and the
members of the project, or a specific team project.
** About CCed users, see {T518}.
* We need to decide whether an entry in the Security field would be required,
see {T517}.
The process should include the requirements to request a private project (who
can request, what reasons are acceptable, who approves?) and the steps to
approve it and create it, if different from [[

regular process ]].
Setting the RT migration as dependency, as a proof of the reliability of
private projects.
