I think we always want to run our tests with just client loaded, Quibble could provide a way to inject some settings before running the tests?
Another route might be to make it load a different entry point for the extension instead of Wikibase/Wikibase.php which is currently still a special case entrypoint for Jenkins only.
^^ I think we still want a job that only loads Client.
