On my local Debian Stretch machine:

$ locale -a
C
C.UTF-8
fr_FR.utf8
POSIX

$ LC_ALL=C.UTF-8 python3 -c "print('étoile')"
étoile

But I guess we are fine going with en_US.UTF-8.
