I guess my question is what function does the forward arrow serve, is it useful and would we lose a function if it was removed? Does anyone know who designed it?

We still always need the forward arrow available for steps which do not have any user action to complete, as this is the only way to get to the next step. The proposal would be to only disable the forward arrow when there is a user action to complete, e.g. "click on the 'add qualifier' button". In other words, force the user to complete the action in the UI in order to reach the next step.
Ideally the disabled forward arrow should also have hover text explaining to that the user needs to complete the action to reach the next step.

Very good point, so it looks like just removing the arrows to fix the problem is out because:

a) We need arrows for steps that include tasks

b) Removing the arrows only fixes the issue on some computers (e.g this doesn't fix the issue on any of the computers I've tried it on)
