Leila is correct that if a record is being imported from the list of toolinfo.json that Toolforge publishes at https://toolsadmin.wikimedia.org/tools/toolinfo/v1/toolinfo.json it can be updated using the https://toolsadmin.wikimedia.org/ interface. More generally, toolinfo records can be edited at the source they entered Toolhub from. This is either a toolinfo.json file read by Toolhub's web crawler component, or Toolhub's UI & API.
