Leo, George and Stephen are only loosely associated with WE. Stephen I know is a member of this google group and has endorsed WE as the best educational wiki; http://halfanhour.blogspot.com/2007/12/not-edublog-award-winners.html I don't know if George is even a member of this google group... So they are offering the course through the Learning Technologies Centre (LTC) of the University of Manitoba here in Canada. They are offering it themselves. Not through WE.
Mostly the course will be about the connectivism. http://www.elearnspace.org/Articles/connectivism.htm IMHO a very very very appropriate "learning" theory for the digital age.... Their course wiki is licensed under a CC-BY-NC-ND which means all you can do is copy / share it. I believe translating it would be making a derivative so you would be violating the ND of the license. If you have time why don't you attend this online course and decide if you think it would be worth translating to Chinese (which I believe it would be). If you think it is worth translating you could ask George and Stephen to waive the ND license specifically for you so you can translate it... Thanks for asking...
