I can explain the Andorran case. First we thought to expand the list with 
archaeological sites, but this results problematic as they use to be access 
protected areas. Another suggestion was to focus thematically on most unknown 
monuments: granite architecture. But people love to photograph nice landscapes 
with romanesque churches and any restriction is against WLM principles. Finally 
we will focus on articles. We expect that creating and expanding articles about 
monuments will result in more interest in some aspects not covered with photos.

But what surprised me most is that the sponsor had no doubt and he wanted to 
participate.
