It would help to see the original spreadsheet to see exactly what we are
dealing with.

For the Wikipedia part, I'm not entirely sure (I'm not a specialist of the
templates on en.wp ).

For Wikidata, OpenRefine[1] is probably the best tool. Here I know this
tool and I can probably help (or maybe even do it for you, depending on the
work and available time).
Plus, I see there is a NICPMI identifier in Wikidata which will help a lot
(to spot duplicates - because it's not just a bulk transfer as you don't
want to import what is already in Wikidata ;) - and to align/augment data),
I hope this identifier is in your spreadsheet too.

PS: maybe we can continue in private or in a small group if other people
are interested (either to help for Malta or in a similar situation in an
other country).
