Concerning the pictures that have been uploaded in September, prior to
Suriname's contest period in October, I'd say it is up to the local team
if they want to include them in their local competition. It would only
be difficult to include them in the international finale if they are
among Suriname's top 10 as we try to avoid exceptions from the rules
there, which would easily get complicated with 50+ participating countries.
Regarding the number of jury members: This is up to the local organizers
as well. One would not be enough I'd say, three would be a minimum
recommendation, but if you can't find a third this will not disqualify
Suriname. The more the better, of course.
