That is pretty normal; it’s meant to be a temporary permission. I’ve
restored your account creator permission.

Between you and Monika that should be sufficient for account creation needs.

“Geonotice” and “Centralnotice” are technically two different things.
Geonotices are local to English Wikipedia and show up in the watchlist;
“sidewide” banners that you see on top of articles etc. are controlled via
CentralNotice, which is, well, centrally controlled on Meta-Wiki (but you
can limit it to specific wikis and specific geographic regions).
