You missed the fact that San Francisco is in California. The main point is what Liam said, i.e. the lack of geographical and professional diversity of the board, the rest is much more probably a small-world effect[1]. Suggesting a "conspirationist" explanation to this situation is going driving attention away from solving the actual problem.
