I'm not sure if this discussion should even happen in a public list like this in the first place. The Jan. 20 version here [1] mentions the criteria before the announcement went public. When it can be debated how the criteria can be improved to be more inclusive (let's say, "someone who has participated in any TTT in last three/four years will not be eligible to apply", lack of transparency is not something it reflects).
Selection of candidates is a complex process and it leaves many unhappy as everyone looks at it from a different perspective. It actually looks like a happy situation and not depressing, to see three names against Kannada in this list [2] while there are only two participants from Marathi when the event is happening in Maharashtra. :-) It's important to note that just eligibility does not guarantee selection, especially when the number of applicants is more. The content in the application submitted by the applicant plays a huge role too. When a jury looks at the selection criteria to select the candidates, they might not share a detailed reason why they rejected a candidate. Out of many reasons, one can be the simple fact that sharing the reasons of rejection might just offend the applicant and the latter may feel discouraged to apply again. Not everyone would take rejection the same way. I'd concur with Ravi about assuming good faith here too.
