Unfortunately there is a long pending, complex feature request[3] in Collection extension to support complex script rendering. So currently installing collection would only give poorly rendered pdf's which is why it has not been deployed in Tamil Wikipedia.

Santhosh Thottingal was working on that feature sometime back, but it might take some months to see daylight. Would be great if anyone can help in getting the feature into the extension, a lot of wiki communities which have tonnes of material not just in Wikipedia, but Wikisource, Wikibooks would be able to create books.
