The "report a problem" link sends the report privately to a Parsoid server. From your video, it appears that the API call to do so failed - could you file a Bugzilla item with more details so we can investigate? The "leave feedback" link is the normal MediaWiki core tool that posts the contents of your feedback to the bottom of a target local wiki page as a new section. J. -- James D.
