Right -- that spreadsheet is retired now, and the Service Catalog page on mediawiki.org <https://www.mediawiki.org/wiki/Wikimedia_Production/Service_Catalog> is the canonical place. When we need to make changes (as more unowned software finds a home, and as assignments move around with org changes) we'll make them on that page.
