You can tell by holding it because empty ones are much lighter. 
Now Have tried to prime it?

I do my own refill. Works fine. Five years ago purchased an one litre 
bottle for C$80. Finally run out and bought another bottle for C$49. I 
print about 5,000 sheet/year.
