Other than reinstalling the firewall by reinstalling SP2, I do not know if the firewall can be reinstalled individually. I would be interested in knowing this, in case anyone has the answer.
Look in the Event Viewer (Application and System) to see if there are any errors pertaining to a service (or services) not starting. Also look in the Device Manager at "View - Show Hidden Devices - Non-PNP Drivers" to see if there are any problems there. These two items might help pinpoint the root of the problem.
The dependencies for the "Windows Firewall/Internet Connection Sharing (ICS)" service are shown as:
-Network Connections -RPC
-Windows Management Instrumentation -Event Viewer -RPC
All the above have to be running correctly in order for the firewall to properly start.
BTW1 what is the specific error message?
BTW2 a full system scan has been done for virus/cacaware, right? :)
