If you type:
Netsh firewall show state
In a command window, what does it show?
The Service has not been started.
Another command you could try to fix is:
netsh winsock reset
You'll be told to reboot to complete the fix.

Arie, I don't know what this has to do with the Firewall, or how you knew to try it, but it has fixed the problem!! The Firewall now starts properly each time the computer starts. Thanks!!!
