So we're all going to have biometrically encoded? ID cards

What use is the bill  forcing their issuance if you are not legally required to 
carry them ?

If you are legally required to carry them, then what is the penalty for not 
carrying yours?

Now, if you get asked by the police for yours, and you left it at home then:
Will you be told off and allowed to go?
or
Will you have to pay a fine and then be allowed to go?
or
Will you get taken to a police station because you didn't have yours with you, 
and be held until your ID is proven?

So -
No penalty!
or
Cash will do nicely Mr. Laden!
or
So you'll be here until you show us the card.
  No relations to bring the card in - Hmmmm! Gonna be a long stay!

It could have been stolen?
 Then what are you going to do?

So if you must not be without the card, why not have the card surgically 
attached to you?
 Then you can't leave it at home.

You'll still be in trouble if it's stolen, but you'll be in hospital, which is 
nicer than prison ( well that's what I've been told )
 (The beds are softer, and who cares if you have to share the washroom with 
people who are infectious)

Hmmm!

Another thought - why don't the government just have the details tattooed onto 
you - perhaps on the arm?
  - much cheaper, and environmentally better than making all those millions of 
plastic id cards

Remind anybody of an event that's just had it's 60th anniversary
