As you are finding out, MS VPC is "a whole different place", <grin>
(I have the additions installed BTW. If you do not, things might look
different.)
I tried this with a different type of boot disk, but the basics are the same...
For the Win98 installation, use the wizard to make all the settings
to set up a new (empty) "win98" VM + virtual HD, etc...
(Do NOT let it run in a full sized window... More about that later.)
Empty all your CD + DVD drives...
(This gets things ready for the following actions and message.)
"Start" the new VM and let it boot.
You "should" get the following message:
Reboot and Select proper Boot device
or Insert Boot Media in selected Boot device
In the Virtual Machine Window, On the menu bar, in "CD",
all the "cd-type" drives should be grayed out... (You just emptied them.)
Put the Win98CD into the CD (or DVD) drive connected to your
MB secondary master port. (Works for me this way...) YMMV,
(Sometimes VPC might want the CD drive to be on the MB primary slave port.)
Let the drive "log" on to the host OS. (Wait for light to stop blinking.)
Kill any autoruns that might start...
(Don't allow anything to start at this point!!...)
In the Virtual Machine Window, On the menu bar, in "CD", select
the drive that is "NOW" not grayed out... ( Mine says: "Use Physical drive E")
On the Menu bar, select "Action",
SELECT the line, (for an emulation), "Ctrl+Alt+Del" (Do not press those keys!)
See what happens...
I don't want to "guess" what is wrong with the Win2000 one...
If you are in the VM window of the booted VM, it will
want to do all the stuff that a normal OS install requires.
(FDisk, Format, the complete install process...)
If you did not "do" all the stuff in step one above (before), you might
have been "off and running" on a REAL install to the REAL HD...
(If that is the case, I'm really glad you stopped it... <grin>)
IF you don't allow the VM to run in a full screen window and you
"should" be able to tell "what is doing what" and "where"...
Be really careful you do not start a REAL installation of Win2000
on the REAL HD (as you think it might be doing) since that would
trash PLENTY...

You have to make sure the VM is able to "see" the CD.
and, second, the Win2000 setup (which did start) wanted to
erase everything on the hard drive and indicated a size more like the physical
hard
drive than a virtual drive. Since I wasn't certain about this I stopped until I
do
some more reading.
