Well if you are running XP as I assume you are, you can goto Control panel --> Administrative tools --> Services. There you will look for Help & Support service. The Event log is in Control panel --> Administrative tools --> Event Viewer. I'd try services first. If it's set to automatic or manual - it may or may not be started. Start it if it is not. If it is started and you cannot get to help and support then check the event viewer for references to the issue.

I like to use pserv2.exe at <http://p-nand-q.com/e/pserv.html> instead as it's a more readable format & does not require activex to be enabled.
