How to modify programs on the start panel

In Windows XP when you click on start button it shows program links in two 
panels.
The links on the second panel seem to be fixed but those on first panel seem 
to
vary. How can you choose what goes in this panel, if you could?

CHANGE  WIN-HOME  your_old_address  your_new_address
to:  [EMAIL PROTECTED]
Note carefully that both old and new addresses are required.
