If it runs correctly, tho' slow, without crashing, it seems IMHO that the clock speed has been set (very) slow, possibly to compensate for a poor cooling system, which at normal clock speed caused overheating and crashes.

Do you have an actual readout of the clock speed or just guessing? I have a computer coming in tonight. The customer complains that it is running very slow. It is a computer I built not long ago. Since you have this problem at this time, I wonder if there is some new bug going around that slows down computers. I will know more after I diagnose the computer I have coming in.
