Rick,
If they have Office they could just set IE to use OE as their default, then
insert the picture into the e-mail program in the office apps. They can
right click on the picture and select "format picture" and resize to their
hearts content. I would assume that this works the same in Outlook.
Also, MS Office has a very good picture management program(it's name in
Office 2003). I think it's MS Photo....something, don't recall right now,
that has been part of Office forever. In Office XP you had to install it
from "custom install" as it was not by default. It does a great job of
resizing and they may already have this one.

I'll look into the PowerToy you mention.
Maybe they will "give them" that -- since it is free. (They worry
about licenses a lot, which is one reason they can't install stuff...)
