I just had a similar problem with explorer.exe doing this and what I found, sheerly by accident, was that I had too many icons on the desktop. I made a single folder for all the shorcuts, files and folders and placed everything in it and now the problem is gone. Such a simple solution for such an annoying problem.

Hi James,

I have looked at the task manager listing and there is nothing on the
Processes page that accounts for the CPU usage #.
This system has been running for 3 years with this configuration. It is
not connected to the internet or any other network at this time. It was
on dial-up until about 6 months ago.
It now has AVG, but has no need of a firewall, since it is not connected
to anything.

By "functional" I mean that a user can actually start an application
program and have it respond. It still lists 100% CPU usage.
I know it is a very minimal system, but it isn't mine, so I cannot make
changes to it, if the owner doesn't want to. She just wants it to run as
it did a couple months ago. The memory was added over a year ago.
Thanks,

Rod Lindgren
