Will I "see" his network when I boot up (a) if he has no security enabled? (b) if he has his own WEP setup?

For (b) will I need to know his SSID and password (/key/, /key phrase/, whatever it's called) to connect?

ASSUMING Windows Auto Wireless setup is being used, in the "Available Wireless Networks" window, you should be able to see ANY wap that has SSID broadcasting turned on **regardless** of security. Remember this is the *radio* portion though, at this point you are not "connected" and will not see lans (or wans). In that listing will be an indication of the wap's security status. If the wap has no security (a), then depending on several other factors, you should be able to connect and see his lan. If the wap has security (b), then you will need to know the wap's exact security type, level, and key/whatever in order to connect. You should already know the SSID from the Available Wireless Networks window. :) If the security settings are not correctly matched, no connection will occur and you will not be able to see his lan. If the security settings are correctly matched, then once again, depending on several other factors, you should be able to connect and see his lan.

You may not see some of the above "steps" if certain wireless auto connect settings are enabled along with scenario (a) above. All of a sudden his lan may just suddenly appear. :)
