I think you're saying that when you go online to your bank via browser and pay a bill, it is paid immediately.

Bill-Pay isn't done immediately, although I can transfer funds to
other customers of my bank immediately.

I just spoke with my bank and was told that if the bill can be paid electronically, it will go out in approximately two business days; otherwise, four business days.

Instead of a "go out" timeframe, I think they mean the payment will be in the recipient's hands in that timeframe. Typically the bank begins
to process a payment late in the evening of the day you authorize it.
